By emulation. The same way the raw ROM code from an arcade machine can run perfectly on a PC under the MAME games emulator. A piece of software traps the instructions from the native program and converts them on the fly to instructions the host system can interpret.

Thanks for Replys and Link This Rosetta must be very powerful bit of software, Mame is based on old arcade hardware and ppc mac are quite powerful I just cant quite understand? does this meen a X86 pc (windows) could emulate a ppc mac/Amiga at near full speed  or is it because it relys on mac hardware and the emulation is only the cpu .Is there visable loss of speed to the mac user in the emulation?it says it runs at 80%

Yes, heavy stuff like Photoshop can suffer up to a 50% drop in performance (but it's often much less than that).
