I have used statcounter for a while and it has always been very good! So it gets my vote for sure 
If you are using Adobe CS3 it comes with a CMS called Contribute (can also be bought seperately) which is very good.

| Dreamweaver is alright for (X)HTML/CSS combinations, I find that Notepad++ and PHPDesigner are better if you are just coding and not actually using the WYSIWYG style of creation. There are many good Content Management Systems out there, depending on what you want to use them for. WordPress, Movable Type, Drupal, Radiant, Textpattern, DotNetNuke, Typo, Joomla! These are just a few. :-)
