What motherboard is it using?
If it's a system from a company (like Dell, Hewlett Packard etc) then you will have no overclocking options as they don't want nosy customers getting more for their money!
Have a look and see if there is a BIOS update (as this may add new features, like overclocking) or look in the manual to see if there is something you need to enable elsewhere (or something).
Disclaimer: Any advice I provide is only applicable in my reality and may need altering to fit yours There is no place like 127.0.0.1

I think it's probably more likely that they can have someone sat on the customer support help line, who knows very little about PC's, read through a script on the computer screen to diagnose the problem and pay them a minimum amount. If the Bios prevents users from altering settings , then it simplifies the script an awfull lot (friend worked on HPs helpline in Canada and she knew hardly anything about computers). It also then means that as a side effect, if you want a more powerful machine , you buy their more powerful machine at a higher price. This maximises income and minimizes costs and helps make Dell a global brand.
Cheers, Keith.

Yup...I would chop it up, read a few MM articles, buy a decent MB and build something great. Your bits could make a pretty good PC but the manufacturers are never going to let you play unfortunately.
