Well I have a range of sand papers the most important ones being the 600 and 1200 grit. I am going to lap both the IHS of the e7200 and the cooler. I'll try and post some pics as it goes and see what the result is after.

Base temps under load (Gaming) have been around 78 degrees. (One core is always a few degrees cooler due to airflow too).

Hope to loose about 10 degrees...And not trash a PC...

Intel e7200 @ 4.0GHz (4.32GHz SuperPi(e)) Lapped
Asus P5E-VM (Vdroop pencil modded)
4Gb Patriot Pc6400 4-4-4-12
250Gb Samsung Spinpoint
Sapphire ATI 3870/Akasa Vortexx Neo
Enermax 600 Watt PSU
Ubuntu/Win XP
All in a Thermaltake Handbag...
Or flying @ 4.21GHz in the Stacker.

Well both the cpu and the cooler were concave. After a good lapping of both I have lost about 5 degrees...Not ground breaking.

Need to pick the new G card cooler up today hopefully that will lake it a little cooler in there too.

Edit: Ok with my little reduction in temps I have bumped it upto 4Ghz with 1.4v under load. 84 degrees under load. That'll do.
