A little bit extra on a DVD allows them to put just under 7 times more data onto one disc, and I'm assuming a DVD doesn't cost 7 times as much as a CD, even in bulk.

It's a compromise solution

No it doesn't cost 7 times more but it does cost more. Why not release a frugal Frugalware which fits on a single cd and is frugal as regards the time/bandwidth it takes to download therefore being frugal with the downloaders time and electricity bill?

It's not the cost of a CD compared to DVD that most people will baulk at, its the download time and the effect of the download size on any download limits you have with you ISP, which will restrict the take up of 'Frugalware.'

So its packaging and distribution method definitely isn't Frugal..
