Nice idea in theory, but just as you can't please all of the people all of the time, my top ten wouldn't be the same as yours, although there could be some common points. For Linux in general, 'newbies' could probably agree to minimal initial use of the Command Line Instruction, whilst enthusiasts might insist upon it, if only to maintain their mystique. In another thread recently I wasn't surprised to see rather strong reactions to just the basic colours used, so I don't think the blue/grey used for most KDE, green for Mint and brown for Ubuntu is entirely accidental, but an easier user choice and change could be a winner.
Similar dispassionate analysis applied to other features could lead to an even greater winner, but stability and consistent operation seems to be the main concern for distros at the moment.
A different approach might be to ask why folk prefer one distro over another, and analyse those answers in order to establish a 'top ten' list ?

The only one on that list that i slightly agree with is the system tray area, it should be consolidated into one, clean area of the panel. The rest is pointless eye-candy I, and probably many others would disable, especially those on lower spec'd systems

I like pointless eye-candy and toys sometimes. But you wouldn't include that stuff in a default installation, you'd want it to be an option.
The time-based wallpaper i have already been using for a while. It's available on gnome-look and kde-look. It's fairly simple and uses xml to monitor your local time and change to the relevant wallpaper. I'm sure the xml could be modified to monitor the weather and reflect this instead.
I agree with the taskbar icon standardisation. Some are large and barely fit and some are small and dwarfed by these larger icons. It looks crap when it's like this. Same goes for the launchers in the taskbar.
The media centre related suggestion may be popular with some users but it's not really something i need personally. Everything else on the list is fairly pointless.
