OpenOffice does a decent job (but overkill unless you are using it as your primary Office suite)

If you use MS Office 2007:

How to Save As PDF in Office 2007

It's what I use and so far I have found it brilliant. It looks MUCH better viewing the PDF than it does when Word 2003 tries to open a 2007 file.

this is what i use http://www.primopdf.com/

it lets you print to PDF like any other printer which means any program that prints can use it very handy, i also use it before printing if i am unsure how it will look on the page

Adobe illustrator is the best I have used, although comes at a price.

Illustrator is a drawing programme.

Did you mean Acrobat (which also comes at a hell of an inflated price)

I have found the quality of the PDFs saved as PDF to be greater than those created using a virtual printer.

Also, it's much faster as you don't have to wait for the pages to be spooled and interpreted, which on long documents can literally take minutes.

OpenOffice is the best and simplest PDF creation tool to use if you just want to convert the odd document but don't expect anything fancy.
