It really should be making at least 3GHz on stock Vcore unless it happens to be worse than any other E2180 I've ever seen documented. To give you an example of what can be done with a CPU with the same core electrically, my E4300 runs happily 24/7 [b]under[/b]volted to 1.28Volts.&lt;br&gt;&lt;br&gt;Look elsewhere for the root of the problem. Although raising Vcore fixes the problem, I don't believe that it's the true root of it. As Dave says, the memory you're using is totally unsuitable for that mobo. It may be the cause, but it's impossible to know for sure without trying something more suitable.
