No your still misunderstanding ,your P4 is locked on a x18 mulitplier ,you can't change it to 20x100 ,the only way you can increase the cpu clock speed is by increasing the FSB ,e.g. from 100MHz upto 110MHz to give you 1980MHz.

Assimilator is spot on - Intel have for some time prevented users from changing their CPU multiplier setting (only AMD users can still do this)

You seem familiar with how to ge the overall CPU speed:
speed = FSB * multiplier

So using the above equation your current speed is:
1800Mhz = 100 * 18

As already mentioned - you can only change the FSB (via BIOS, if possible - probably in the 'advanced chipset' part).
The max theoretical speed your CPU can run is 2394Mhz, but that is via incrementing your FSB slowly and also using PCI/AGP dividers (via BIOS) to keep them as close to 33 & 66Mhz respectively.

Whenever you do increase the speed i suggest you run it a few days to check for glitches before deciding to push further
