It will open as a new work book and from there it can open saved documents but it you click on a saved work book without Excel being open it brings up a windows installer box and once that disappears nothing happens. Very frustrating! I can't seem to find a fix.
Trying to avoid a re-install...

do you have more then one version installed?
if so and might be worth a try anyway is right hand click on the file ->open with-> select the excel.exe
also what about opening excel then opening the file via file-> open?

That does work but it's a pain not being able to open a file directly. 
The right click open with also bring up the windows installer version...doh! A system restore did nothing and it won't even un-install!

did you try
open with
-> chose program
->browse
->locate the excel.exe file under c:/program files etc etc etc ?
