Have you got a proper XP CD or a recovery disk?

Insert your Winxp cd and bootup the pc - Run the repair console and it will reinstall all your major system files, which should include explorer.exe

In future a repair will solve it. Make sure you don't use the Recovery Console though, unless you have a spare PC to get the commands you want to run.
